Långåfisket ™ is a trademark of the natural and attractive sport like long fishery conservation area association grant.
Activities include the care and management of the fishery natural resources, conditions and development in the five square miles of great fishing area. An important part of the business is service and inspection and marketing. About fifty people are involved and the absolute majority of the business is based on non-profit unpaid work to the value of close to half a million kroner annually. Since the revenue from the permits are reversed in fish conservation measures and investments for fishing, this means that the value of the fishing license is four times as large as the fee the angler pays.
ENVIRONMENTAL ADAPTATION OF HYDROPOWER Views, requests and claims for reconsideration of hydropower judgments
To the County Administrative Board in Jämtland County
Several of hydropower's negative consequences can be corrected with measures that satisfy both the power interest and the environmental interest. That is what Långå Fiskevårdsområds Förening claims, which has formulated ideas, wishes and requirements in connection with the review of water judgments for Ljusnan and Mittån. Several natural values can be preserved and developed within the framework of the process. According to Långå FVOF's assessment and conclusions, it is a unique opportunity to correct the negative consequences of the power expansions.
Långå FVOF and Långåfisket see each other not as 'opposing interest' but is a 'collaborating stakeholder' who can contribute with knowledge and competence. Our main focus and responsibility is naturally nature- and the environmental interest, but it also means that we need to recognize and understand the role of electricity supply in people's quality of life and the needs of social development.
In the first place, the attached PM is addressed to County Administrative Board of Jämtland for its responsibility in the process. To begin with, we want the county administrative board to use the basis as a request for a targeted object inventory in order to use this as a starting point to consider the need for an in-depth investigation that will lead to an application to the environmental court for a review of water judgments through the measures we present here.
At the same time, the attached PM is sent to Fortum Sweden AB for information, information and as a basis for considerations and positions that concern and otherwise may be of interest to the company. Fortum, county government, Härjedalen municipality and Långå FVOF have positive experience of collaboration and cooperation in the Grundsjö project, where the company, also from an electricity market perspective, can see several benefits for sustainability strategy and goodwill values.

Reconsideration of hydropower judgments aims primarily at new environmental conditions with the greatest possible benefit for the water environment and at the same time securing a national, efficient access to electricity from hydropower. The fishing area Långå Compound, Långå FVOF, agree with this.
The background to Långå FVOF compiling the ideas below, wishes and claims, should be seen as that for more than three hundred years we have understood to preserve and use fishing as an asset of a natural resource worth protecting for each generation. The strategies for Långå FVOF are based on conservation, care and use of native fish species with natural reproduction in productive biotopes. These are for people's need for a harmonious balance between nature quality and quality of life. The importance and benefit of fishing as a useful natural resource is increasing in importance in private, nutrition- and community life.
The starting points for the review are the conditions that formally apply according to the agreement and the process that follows from these. At the same time, it is important and possible to correct mistakes made earlier in order to form, protect and use new nature- and environmental values also in a broader perspective with simultaneous consideration of the power interest.
The reconsideration of water judgments in Sweden is a unique opportunity that can create or at least re-image parts of lost natural resources and environments in place, even if it is in a different format. At the same time, the potential for regulated hydropower to compensate and add to other nature should not be ruled out- and environmental values. A regulation magazine can also prove to be a resource for managing climate effects, which was not foreseen fifty years ago, and be a means of managing water in more contexts and for more needs.
Coordination of the water supply in a regulating reservoir can be developed to satisfy the main interests: energy, nature and environment.
Långå fishing management area belongs to one of the country's most heavily exploited areas for electricity production through hydropower and wind power with impact and damage among natural resources and environments. Wind power and an increasing proportion of solar-generated energy have radically changed the water flows downstream of Långå power plant and thus opportunities and conditions for fish and other aquatic organisms, with a disadvantage for sport fishing, household fishing and recreation. Recreating sport fishing in Mittån would compensate for some of the problems in Långåljusnan.
Långå Fiskevårdsområde Förening has compiled requests and claims as a basis for the environmental review process. The association is at the same time available with competence and resources to shape new nature- and environmental values with maintained electricity production or reasonable impact on the power interest. Here, conditions and use of the water resources for electricity production can be combined and developed for the conservation and use of biological diversity for human needs of nature- and quality of life and at the same time be an asset in Sweden's energy supply.
Within Långå FVO, extensive work and investments have been made to alleviate the effects of waterway cleaning and exploitation of hydropower, where natural environments have been able to be recreated, albeit in a different format.
The Långåjusnan project was carried out by Långå FVOF in the years 2015 – 2020, when the current stretches downstream of the Lossendammen were renovated after clearing the waterways. Today, the route is as it was intended by nature with its meandering course, with deep hollows that mitigate the effects of dry years, rapids that oxygenate the water and guide the fish, lee water for reproduction, an insect- and birdlife. There are opportunities to achieve additional nature- and environmental values through small adjustment of the current minimum withdrawal with marginal impact on power interest.
Within the Långå fisheries management area, the regulated Grundsjöarna are the area's 'inland waters'. The groundwater project is then 2004 a unique measure in Sweden's energy supply with a simultaneous investment in biological diversity. Despite different areas of responsibility and assignments in society, the project is owned and implemented in good cooperation and cooperation with the county administrative board (the state's conservation interest), Fortum Sweden AB (power industry and electricity supply), Härjedalen (recreation and hospitality) as well as the fisheries conservation areas in Långå and Särvsjön (biodiversity and sport fishing).
The project primarily aims to preserve the unique char strain, 'Ground sea trout', with its specific genetics and origins.
In connection with the re-examination of the water judgment for the Grundsjöarna, there are now opportunities to recreate the currently dry Mittån for biological diversity with reasonable efforts, with nature- and environmental values for attractive sport fishing and simultaneous energy extraction from the Grundsjömagasinet in Långå power plant. "Co-driving" of the water supply is possible to accommodate power- and nature interests respectively.
With its knowledge and experience, Långå FVO is the right place for a pilot project that focuses on conservation, care and use of exploited waters- and natural resources also in more and broader perspectives. Gained knowledge, competence and experience within Långå FVOF should be seen and used as an asset in the review process.
In July 2025 the board of Långå FVOF decided to appoint a special working group to produce current views and data for the association's approach, considerations and proposals for reconsideration of water judgments for environmental adaptation. Rapport (attached below) was submitted to the annual general meeting in Långå FVOF on 30 mars 2026 where it was unanimously approved and adopted as a course of action.
Conditions and basis for a review of water judgments relating to Långå Fisheries Management Area.
The County Administrative Board's assessment is that out of, a regional perspective, the biological values in Ljusnan's source flows are very high and it is very important that sufficient water is released in both Ljusnan downstream of Lossen and in Mittån downstream of Grundsjöarna.
The Långå Fishing Area Association's own interests and conclusions are essentially connected to what the County Administrative Board in Jämtland County and Härjedalen Municipality previously presented on the matter. We believe that
- increased minimum withdrawal is needed for Ljusnan/Långåljusnan downstream of Lossendammen,
- minimum withdrawal is introduced for Mittån downstream of the Grundsjö dam,
- natural values can be recreated through a pilot project in Mittån, downstream of the Grundsjödam, med ’samkörning’ av vattentillgången för både kraftintresset och natur- and the environmental interest
- fortsatt investering i att rädda och bevara den riksintressanta, skyddsvärda Grundsjörödingen i Grundsjömagasinet
- fortsatt utveckla konceptet ECO LAKE™ genom att skapa sjöar i sjön med dammar i dammen samt ’spegeldammar’ och sänkor i magasinets bäckfåror.
- Grundsjödammens kapacitet bör utredas där något höjd dämningsgräns skulle skapa ’resursvatten’ som prioriteras och används av natur- och miljöskäl för biologisk mångfald i Mittån.
- Grundsjömagasinet bör identifieras som resurs för fler samhällsbehov än enbart elproduktion, däribland förändringar i miljö och klimat.
These measures are possible to implement while the impact on the power interest is reasonable and substantial during the negotiation space. The environmental benefit produces effects that many times exceed the costs.
Ljusnan is the main watercourse with a water system that covers large parts of the municipality's surface. The total lake surface is 520 km2 of the landscape's total approx 13 000 km2 but the proportion of stream water is all the greater; In total 760 km with a mean water flow exceeding 1 m3/sek.
The fish stocks in the western parts of the municipality and Långå FVO are dominated by the noble fish species trout, char, grayling and whitefish. Other species are perch and tench and pike, however not in Grundsjömagasinet. The privately owned fishing waters in Härjedalen are coordinated in 20 fisheries management area associations where Långå fishing management area is five square miles large with an innumerable number of fishing spots and around eighty designated fishing waters in the form of lakes, ponds, seal and four miles of stream water.
Långå fishing has been claimed for more than three hundred years as an asset of a natural resource worthy of protection and useful. The oldest known document is from May 1716.
The Fisheries Management Association markets the fishery under the name Långåfisket™. Within the Långå fishing management area, fishing licenses are sold annually for between 400 000 and half a million kroner. These represent approx 10 000 fishing opportunities. The majority of fishermen come from Hälsingland, middle path, Stockholm, Uppsala, Västerås and the rest of Mälardalen, as well as from Norway and Finland. Increasingly, visitors come from Central European countries. Långåfishing is therefore of significant interest to Härjedalen municipality and the tourism industry in the Jämtland/Härjedalen region as well as Jämtland county.
Ljusnan's water system is heavily exploited for the extraction of hydropower. The major developments in western Härjedalen took place after the Second World War, when the Lossen magazine was established, closely followed by the exploitation of the unique Upper and Lower Grundsjön and the construction of the Långå power plant. In the water judgment, the transfer of water from neighboring Övre Särvsjön was allowed with disastrous consequences for the protected Grundsjöröding through immigration of competing whitefish. The hydropower era ended in the 1970s.
Långå power plant represents approx 20 % of the total reconsideration space for this part in Härjedalen. It amounts to a total of 104 GWh.
Långæljusnan downstream of Lossendammen.
The distance is total 25 km with long currents, still water, "holes" and a larger lake, locate, with an area of approx 200 ha. Before the expansion of power and the heavy clearing of waterways that were carried out for floating timber, this part of the Ljusnan was a watercourse with great natural values, varied nature types with a mixture of wilderness, forestry areas and settlements with cultivated land. Fish stocks were abundant and fishing for grayling was considered unique to sport fishing, especially for fly fishing. In lakes and still waters there was significant domestic fishing.
Through the Långåljusnan project 2015 – 2020 Långå FVOF has restored the stream stretches with very promising results as a biotope, for biological diversity and as sport fishing water. Today, the renovated stream stretches are reminiscent of the time before the waterway clean-up, however with regulated minimum withdrawal and no spring flood. Investments in the measures amounted to just over 11 million kroner plus the value of approx 3 000 unpaid work hours, voluntary work, worth approx 1 million kroner. The financing has taken place partly with own funds, partly with state ones- resp. EU contribution, contribution from Sportfiskarna, as well as the power industry's regulatory means for measures of damages incurred as a result of power exploitation.
The mean water flow on the stretch was earlier 22 m3/sek. According to the current water ruling, today's minimum water flow is 0,4 m3/sek. The reconsideration space (5 %) constitutes 10,97 GWh.
Sample bottlings took place in the summer 2005 on the route with different flows with the volumes 0,9 m3/sek, 3 m3/sec respectively 9 m3/sek.
For the route to reach a capacity close to the conditions that prevailed in its 'natural' state (except spring flood) an increase in the minimum water flow is proposed to 3,5 m3/sec during the summer period, 1/5 – 31/10, and during winter time 1/11 – 30/4 to 0,8 m3/sek
The estimated production loss for summer as well- as the winter period is assumed to be at a reasonable level in relation to the production value and clearly within the scope for negotiation.
In addition to the value for biodiversity in beautiful and rather original environments, sport fishing is given new conditions for practice, experiences, accommodation, guiding as typical features of the local infrastructure. A new living water system is recreated as a "fishery management area within the fisheries management area", in something we call Naturvärlden™.
Mittån downstream Grundsjömagasinet.
Mittån from Grundsjödam to the outlet in Långåljusnan is 12 km with a drop height of 190 m. The stretch is completely dry downstream of the Grundsjö dam, apart from limited source inflows, and through the outlet of Unnsån receives an addition of approx. 0,3 – 0,4 m3/sek. The mean water flow on the stretch was before the Grundsjöarna regulation
14 m3/sek. A large number of 'mirror dams' were built during the 1970s as measures for the landscape. The dams were motivated and implemented primarily as part of the landscape architecture ideas of the time.
Mittån runs through a wilderness area with magnificent natural scenery with the famous and well-visited Mittåfallet (20 m drop height), canyons and interesting rock formations. In the westernmost parts with nature types that can be classified as untouched wilderness. The fishing before the expansion was of very good quality, especially trout, but also presence of gray in the lower sections. The river could hold trout in sizes over a kilo. Tributaries were important spawning grounds for the original trout with multi-thousand-year pedigrees.
The middle tongue is possible to recreate to a valuable natural resource with an interesting trout fishery. This presupposes minimum withdrawal from the Grundsjömagasinet and some cleaning- and renovation measures, among other things, in the built mirror dams to increase their capacity to hold a significantly larger amount of water. It provides the capacity to withstand the consequences of dry years, warmer climate and provides 'regulatory capacity' with regard to priorities that need to be made for the interests of electricity and the needs of the electricity system.
The basis of the project idea gathers within the concept of 'co-operation' and aims at the best use of water resources for the competing interests of electricity supply (including the system requirements for control power in the event of wind power failure) respectively the water's supply of living natural environments. There should be opportunities to identify and use variations in the power interest/system interest and nature respectively- and the environmental interest and distribute the water supply in the Grundsjömagasinet in time and volume for each need. We have named the minimum withdrawal from the Grundsjömagasinet 'resource water',
that is to say, an asset that arises in part through the combination of power- and nature interests, part by some increase in the magazine's storage capacity.
Carpooling. To minimize and adapt the need for tapping from the Grundsjömagasinet for the 'nature interest' and at the same time satisfy the power interest, a special development is proposed- and demonstration projects, a pilot project, med ’samkörning’ av vattentillgången där bl a drifttekniska och marknadsmässiga förutsättningar behöver klargöras. På så sätt går det att hantera och fördela vattnet efter behov för elproduktion respektive behovet av vatten för biologisk mångfald, för fisk och för övriga vattenlevande organismer.
Åtgärderna handlar bland annat om att identifiera variationer och växlingar i respektive behov, indata för styrning och system, metoder och mekanismer för rationell drift samt policyer för att hantera konsekvenser där kraftintresset ska prioriteras. Det senare är dessutom möjligt att hantera genom ökade vattenvolymer i några spegeldammar i åfåran som reserver när kraftbehovet temporärt överstiger natur- and the environmental interest.
Ekonomiska förutsättningar för ’samkörning’ behöver utredas. För Långå FVOFs styrelse och i huvudavtalet för Grundsjöprojektet finns anspråk på ’rimlighet’ som vägledning, kriterium och villkor för konstruktiva och långsiktigt hållbara lösningar.
I samband med miljöanpassning av vattendomar för Ljusnan och Mittån
behöver kraftintresset respektive naturmiljöintressena ges en rättvis status och hanteras och belysas bl a utifrån samhällsvetenskapliga och nationalekonomiska perspektiv. De två särintressena – kraft- och systemintresset respektive natur- och miljöintresset är på det här stadiet likvärdiga utifrån sin betydelse för människor, samhällsutveckling och framtid.
I sammanhanget behöver vindkraftens medfinansiering undersökas med hänsyn till dess behov av reglerkraft, en faktor som inte fanns med i den ekonomiska bedömning som gjordes för elförsörjningen genom de nu gällande vattendomarna. Ej heller fanns börshandelns innebörd och konsekvenser med i det underlaget.
Målet för projektet är att återskapa betydande naturvärden och stora vinster för sportfiske och besöksnäringen i en av kraftindustrin hårt exploaterad del av Härjedalens kommun. I Mittåns nedre delar, that 8 kilometer, finns förutsättningar att återetablera en långvandrande storöring genom dess nedre lek- och reproduktions-område med Långåljusnan som tillhörande magasin och uppväxtområde. I övre delar av ån, that 4 km, kan ett betydande sportfiske efter strömstationär öring återetableras.
Utbud av denna typ av fiske är en stor bristvara i fiskekommunen Härjedalen. Värdet av sådana åtgärder kommer att gynna rekreation, turism och besöksnäring i betydande omfattning. Förutom att där uppstår naturmiljöer med ursprungliga karaktärer för biologisk mångfald med ökad förmåga mot klimatkonsekvenser.
Mittån, nedströms Hovdebron mot utloppet i Långåljusnan, is addressed within the framework of the Långåljusnan project and set aside, with a fishing ban, as a reproduction area for trout.
Minimum bottling
Sampling was carried out and documented in the summer 2005 with 0,2 m3/sek, 1,3 m3/sec and 2,6 m3/sek. The distance can be restored by minimum refilling 2,0 m3/sek, the period 1/5 – 31/10 and winter time 0,4 m3/sek, 1/11 – 30/4.
The reconsideration space (5 %) constitutes 11,67 GWh. The power loss can possibly be reduced to a few percent of the production value. If the water volume "resource water" in the Grundsjö reservoir could be slightly increased, it should lead to almost zero loss in terms of power.
Långå FVOF therefore wishes that such measures can be implemented for Mittån as a pilot project within Långå FVO and thus as a model nationally, but also internationally. Finansiering av projektet bör vara av intresse för stat, vetenskap, kraftindustri, näringsliv och fonderade medel för vattenkraftens miljöanpassning samt för EU. Naturligtvis även för många av Sveriges 2 000 fisheries conservation areas.
Grundsjömagasinet
Grundsjön har i nationellt perspektiv ett rödingbestånd med genetik, tillväxt, reproduktionsförmåga och kvalitet som måste tillmätas högsta nationella skyddsvärde för all framtid.
I vattendomen tilläts överledning av vatten från Övre Särvsjön efter rotenon-behandling som skulle hindra en överföring av icke önskvärda arter – främst sik – till Grundsjön. Åtgärden visade sig vara meningslös, vilket var känt redan innan, and whitefish have been transferred via the tunnel and formed stocks in the Grundsjömagasinet. The existence and survival of the nationally protected Grundsjörödingen is thus threatened by this mistake.
Since 2004 measures have been taken, on the initiative of the county board. This is done through the so-called Grundsjö project, which is an investment in biological diversity to save the stock of Grundsjöröding for all future, including targeted decimation fishing for whitefish and special measures for reproduction. The project owner is the County Administrative Board in Jämtland County, Härjedalen, Fortum Sweden AB, Långå FVOF and the Särvsjön village community. The annual budget is approx 500 000 SEK (2026) with Fortum Sverige AB as the main financier for two thirds, 65 000 kroner in government subsidies and the rest in the form of regulatory funds for the power industry. Långå FVOF carries out the activities after procurement and agreement with the board of the Ground Sea Project and additionally assists with significant non-profit work.
In order to increase the efficiency of the targeted reduction fishing, it has been happening since the summer 2025 with float roller with doubling from the summer 2026. The demersal whitefish is of very good quality with increasing potential as a food fish. The catch is further processed for commercial kitchens for, among other things, schools and homes for the elderly in Härjedalen.
Problem areas are nutrient availability, nutrient competition and drying of bottoms with freeze-drying of rum. An idea like Helge Jonsson, chairman of Långå FVOF and the project board, presented 2014 ponds in the pond would create lakes in the lake with the ability to increase the nutrient supply and prevent freeze-drying of the rum. The project idea has been developed and is now within Fortum's project organization with the aim of existing as a pilot plant 2029 with the name GO ECO™.
Within the framework of environmental adaptation of water dams, Långå FVOF also proposes that simple reservoirs be arranged within the dam area where smaller amounts of water remain, much like 'mirror ponds', in the magazine. There, laid rum can hatch and nutrient production occurs within two meters of depth. The mirror dams are preferably arranged in stream furrows that extend along the reservoir bottoms at levels approx 5 – 10 meters below the upper dam limit.
Conducted test fish in smaller water sinks show that there are fish and aquatic organisms during times when the reservoir reaches its lowest dam limit. This suggests that the idea can work and make a certain contribution to survival and biodiversity in the magazine.

Långå FVOF handles administration, conservation, care and availability of a natural resource worthy of protection. For more than three hundred years this asset has been claimed and used.
The association's activities and offerings through Långåfisket are important for the entire area and are associated with the following values:

ECONOMY & PROPOSAL FOR DISPOSAL
Sales amounted to 1 036 594 (822 918) of which sales of fishing licenses 358 371 (382 118) SEK. The annual meeting has the following retained earnings at its disposal: from the previous year with 429 220 (416 461) kroner and the year's result 12 759 (66 437) SEK. The board proposes to balance in the new calculation 429 220 (416 461) SEK. See also the financial report.
CONSERVATION, CARE AND USE
Långå fishing has been claimed for more than three hundred years with a focus on conservation, care and use of a protected and useful natural resource. Fishing care, management and investments are run in-house. Extensive renovations have been carried out for biological diversity. 2021 the principle of maintaining and caring for original fish species through natural reproduction was introduced. Our wild noble fish with multi-thousand-year pedigrees and local imprint mean biological diversity and an attractive sport fishing. Test fishing shows which waters require action due to too many fish with risk of 'thousand brothers'. Valuable fry can be moved to others, nutrient-rich waters.
ECONOMY & FINANCE
Income from fishing licenses decreased approx 7 %, which is still a good result. The financial prerequisites are based on there being a certain amount of capital for the association's areas of responsibility and commitments through agreements. No investments are started unless they are fully financed in advance. All income and externally provided funds are used for long-term investments in conservation and biotope care. No financial dividend to the owners. The value of a fishing card is approximately four times greater than the fee.
THE FISHING
The season began with a flurry of changes and then severe high summer heat came with the risk of closure. Some recovery towards the end, with decent fishing. The number of fishermen approx 2 000 including fishing rights owners with families, villagers, cottage owners and card buyers with a total of approx 9 000 fishing opportunities; fishing trips .
RESOURCES
Personal commitment and efforts are highly appreciated. They are part of the Långå culture! Under 2025 hair 51 people have been involved in the business. The value of volunteer efforts is estimated at around half a million SEK. Added to this is the value of collaborations and external co-financing.
Collaboration takes place with the county administrative board, Region Jämtland-Härjedalen, the municipality, Fortum Sweden AB, The EU and Sportfishermen in contexts where additional competence or financial resources are needed.
THE GRUNDSJÖPROJECT is an investment for the survival of Grundsjörödingen. The owner is the County Administrative Board, the municipality, Fortum Sweden AB, Långå FVOF and Särvsjön village community. Långå FVOF has the turnkey contract for the project. summer 2025 the net fishing was replaced with a float roller with double capacity. 4,5 tons of whitefish were caught. It is further processed by FABEE into fillet or mince for commercial kitchens and restaurants. The municipality's commercial kitchen is the largest user. ’ECO LAKE' is a 'Pond in the Pond' that forms a 'lake in the lake'. Fortum Sverige AB is the leading actor in the project that is starting 2026.
CULTURE & ENVIRONMENT
The 'FISHING LOCATION at Långa Skans' was inaugurated by field chaplain Kjell Thuvall at the anniversary party for Långa Skans 325 year, the 28 June 2025. "Meeting place around the campfire" with themes of community, training and practice. The site is supplemented with information about Långåfisket's precious fish, on the biology and ecology of fishing waters, entomology and different ways of fishing and preparing fish.
The Långåljusnan project has been completed during 2025 with recreated important parts of the river's character from the time before raft cleaning power regulation. The stretch by Pålströmmen has been restored and the Bergström family has donated their boathouse there, which has become a new camp- and rest area.
Follow-up takes place with a special care plan, including a project for the locally marked 'Långåljusnanöringen'.
QUALITY WORK, SUPERVISION AND REGULATION
Quality and supervision are managed by trained, certified supervisory staff. Four have electrofishing certification for control, analyzes and fisheries management. Långåfisket's rules mean that anyone with a fishing license can point out to other fishermen which rules apply. Långå FVOF applies an inspection fee.
INFORMATION and COMMUNICATION
Långåfisket has a good reputation in sport fishing circles as a strong brand. The proper name 'Långåljusnan' applies to Ljusnan's stretch through the fisheries management area to distinguish it from other parts of Ljusnan, e.g. Intermediate beam.
Traditional 'selling advertising' is not used. We do not see anglers as 'customers'. Telephone service is not possible due to time constraints, but current information on the website is available around the clock. Time and work are prioritized for fisheries conservation.
The home page is a channel for facts about the fishing waters, species, biotopes, regulations, good advice and tips about safety, cooking and accommodation. The angler gets knowledge and service to plan, carry out and get the best experience of their fishing trips. On Facebook is approx 2 400 connected and is a well-visited channel.
